1.a Regulatory Requirements for Importing Fuel into Zambia
Importing fuel into Zambia requires full compliance with national regulatory bodies. The importer must ensure the following:
- Energy Regulation Board (ERB) License: A valid ERB license is required to import fuel into Zambia.
- Zambia Revenue Authority (ZRA) Clearance: All duties and taxes must be paid before release.
- ZEMA Approval: Environmental compliance must be met in accordance with ZEMA regulations.
- Customs Documentation: Accurate documentation must be submitted, including commercial invoice, release note, and bill of lading.
- Fuel Quality Standards: Imported fuel must meet Zambia’s national fuel quality specifications.
- NRFA Levy: Road fund levy must be paid on all fuel imports.
1.b Regulatory Requirements for Importing Fuel into Botswana
Importing fuel into Botswana requires full compliance with national regulatory bodies. The importer must ensure the following:
- Department of Energy (DoE) Permit: A valid fuel import permit must be obtained from Botswana’s Department of Energy.
- Botswana Unified Revenue Service (BURS) Clearance: All customs duties, VAT, and applicable taxes must be paid before release.
- Environmental Assessment Approval: Compliance with Botswana environmental regulations is required for fuel handling and transportation.
- Customs Documentation: Accurate documentation must be submitted, including commercial invoice, release note, bill of lading, and transport documents.
- Fuel Quality Standards: Imported fuel must meet Botswana Bureau of Standards (BOBS) fuel quality specifications.
- Road Transport Permits: Transporters must comply with Botswana’s road transport and transit permit requirements.

3. Gazolo Energio Ordering & Delivery Procedure
3.1 Order Placement
- Buyer places an official order with Gazolo Energio.
- Gazolo Energio issues a Proforma Invoice (PI) for payment.
3.2 Currency & Invoicing

3.3 Banking Verification
- Gazolo Energio provides banking details via a Bank Confirmation Letter.
- A telephonic verification call is made to confirm account numbers before payment.
3.4 Payment & Confirmation
- Buyer emails Proof of Payment (POP).
- Once funds reflect, Gazolo Energio places the order with SASOL and makes payment.
- SASOL issues a Release Note.
3.5 Release Note & Transporter Actions
- Release Note is issued to the transporter confirming cargo readiness.
- Transporter books a loading slot on the SASOL portal.
- Tanker is dispatched to the loading point.
3.6 Loading & Inspection
- Tanker undergoes inspection at the loading point.
- Tanker is sealed and a Sealing Certificate is issued.
3.7 Zimbabwe BV Inspection
- A Bureau Veritas (BV) inspection is required for Zimbabwe.
- Gazolo Energio books the inspection and requests the Certificate of Conformity (COC).
- Cost: USD $300 (included in delivered price).
3.8 Documentation & Pre-Clearance
- Transporter collects loaded documents, customs documents, commercial invoice, and COC.
- Full document set is emailed to clearing agents for pre-clearance.
3.9 Duties & Border Processing
- Clearing agent contacts importer to arrange duty payments.
- POP for duties is sent to the agent and Gazolo Energio.
- Once duties are confirmed, a Notification Release is issued to the driver.
3.10 Border Crossing & Transit
- Driver crosses the border.
- Driver purchases coupons and collects gate pass.
- Driver exits the border and proceeds to the delivery point.
4. Payment Conditions
- Product Deposits: Must be made early in the day to avoid cross-border transfer delays.
- Duties: Must be paid in advance to avoid delays and standing time.
- Standing Time: Charged to the Buyer if delays occur.
5. Storage Requirements
- Buyer must ensure sufficient ullage to receive full delivery.
- Insufficient ullage will result in standing time charges.
6. Import Permits & Regulatory Compliance
- Buyer must ensure all duties, ZINARA, and EMA payments are completed.
- Copies of all regulatory payments must be provided.
